A drop of 0.1% in the unemployment rate is the kind of thing that could be explained by people falling out of the job market altogether, or by a measurement error. But no matter: any drop is an important drop, especially if it means backing off from the psychological Rubicon of 10%, and especially when the White House is trying to put calcium in the backbones of nervous Democrats, in order to pass healthcare. Rahm will be punching the air, and possibly a few Republicans for good measure.
